Leadership team assessing a Norwegian market opportunity

DECISION GUIDE

Representative, Distributor, Branch or Subsidiary?

Choosing the right level of presence for Norwegian market entry.

Prepared by Business & Consulting Services AS · Reviewed 8 September 2026

The right entry model depends on customer access, control, liability, investment readiness and how quickly your company needs to learn.

Local representative

Suitable when you need senior local presence, customer development and market feedback before building a permanent organisation. It offers flexibility but requires a clear mandate, conflict rules, reporting and authority boundaries.

Distributor or commercial partner

Suitable when a capable partner already reaches the customer base and can sell, deliver or support the offering. Test strategic fit, incentives, capacity, technical competence, data access and whether your products will receive sufficient attention.

Norwegian branch—NUF

A Norwegian-registered foreign company is a branch of the foreign entity rather than a separate Norwegian legal entity. Altinn explains that foreign companies conducting commercial activity in Norway generally must register in the Register of Business Enterprises. Review the official NUF guidance.

Norwegian limited company—AS

An AS provides a separate Norwegian company structure and may be appropriate for sustained local operations, employment and long-term commitment. It adds governance and administration. Review Altinn’s official AS guidance.

Decision criteria

  • Speed of entry and reversibility
  • Control of customers and market data
  • Need for local contracts or employment
  • Regulatory and procurement expectations
  • Partner economics and incentives
  • Liability, tax and governance implications
  • Support and service obligations
  • Evidence supporting permanent investment
